Frequently Asked Questions

I would like examples of what an installation number/book number/page number/check digit combination in my upload file and Summary Manifest would look like.

An example of a combination of installation number, book number, page number, and check digit (also known as a so-called Pickup Record Number) for a PLD upload file is 0012345034.  The installation number (provided by UPS) is 001234, the book number is 5, the page number is 03 and the check digit is 4.  The pickup record number that should be displayed on the Summary Manifest for this example would be 0012345034. Refer to the Pickup Record Strategy section for further details on how to generate the check digit.

This field is required for domestic or EU transborder shipments, shipped in UPS STANDARD service, if the ShipmentChgType field is COL.  COL is defined as Freight Collect; consignee (with valid UPS account) pays all shipping charges.

Am I required to send Invoice information along with my PLD file?

Electronic Invoice information is never required when sending a PLD file.  A physical invoice is required for certain shipment scenarios. A general rule of thumb for supplying a physical commercial invoice information with your shipment is when you are shipping anything outside of your country borders that has a resale value associated with it. Additionally, for an EU to EU transborder non-document shipment, a physical invoice is required when Goods are NOT in free circulation. When creating a PLD file for a shipment that requires a physical invoice, it is recommended that this invoice information is added as a part of your PLD file.

What constitutes goods not having the 'Customs Status of Union Goods'? (Known as 'Goods Not in Free Circulation' prior to May 2016)

All goods in the customs territory of the European Union shall be presumed to have the customs status of Union Goods, unless it is established that they are not Union Goods.  Goods sent between two EU countries or within an EU country are usually goods with the customs status of Union Goods.  These goods do not need a customs clearance.  In some cases, goods are not considered to be Union Goods and therefore the shipments can only be moved under customs supervision.  These goods need to have customs clearance in the EU country of destination.

Goods without the 'Customs Status of Union Goods', picked up within the customs territory of the EU, must be flagged as goods which are not Union Goods within your PLD file ('Goods Not in Free Circulation' [GNIFC]).  Examples of Goods without a Customs Status of Union Goods are as follows:

           -  temporary storage procedure

           -  external transit procedure (T1)

           -  temporary admission (temporary import procedure)

           -  inward processing procedure

The shipments containing these kinds of goods require a commercial invoice and customs documents showing that the goods are under customs supervision.  These documents can be:
